English Language Learners How are children identified as English Learners (EL)? Parents fill out a Home Language Questionnaire when registering their child for school. If a language other than English is indicated, an English as a Second Language teacher assesses the student to see if they qualify for English language instruction. If a student qualifies for services, a Parent Notification Letter is sent home which includes the student's proficiency level along with additional program information (home language translations are included if available). Parents have the right to withdraw their child from EL services and testing at any time by providing written notification to the school.
