Mounds View Title I Schools are now School-Wide Programs (SWP) that serve all qualifying students  attending Bel Air Elementary School, Sunnyside Elementary School, Valentine Hills Elementary School and Pinewood Elementary School. The District's Title I schools now serve all identified students throughout the school day using a Response to Intervention(RtI) model and they are provided support services in addition to their regular reading and math blocks of instruction. Students are identified for instructional support based on academic need. With a School-Wide Program model, all students at a Title I school are eligible for additional academic support based on current performance level and growth throughout the school year.

What is Title I?

Title I is a federally funded program designed to provide help for students who are performing below grade level in reading and/or math. The goal is to help students succeed in the regular classroom and reach grade-level performance by emphasizing high academic standards.

Mounds View Title I schools are  School-Wide Programs (SWP) that serve all qualifying students throughout the school day using a Response to Intervention (RtI) model.


Do all schools have a Title I program?
Federal guidelines require that Title I programs are available in schools with the greatest level of low-income families. Identified Title I schools within the Mounds View Public Schools district are Bel Air, Sunnyside, Valentine Hills and Pinewood Elementary Schools.

How are the federal funds used?
Once a school qualifies for a School-Wide Program (SWP) model, funds may be used to supplement other funds that would otherwise be available from non-federal sources for the school. SWP schools uses Title I funds to upgrade the entire instructional program of the school. Title I funds can be used to serve all students.

What services are provided to students?
Since the Title I elementary sites in the Mounds View School District offer the School-Wide Program (SWP) model, individual schools are not required to identify particular students for instructional intervention services. Therefore, strategies are provided based on the academic needs of all students served at the school. Particular focus is placed on meeting the needs of historically underserved populations and paying careful attention to low-achieving students who are most at risk of not meeting annual state assessments in reading and math.
 
How are parents involved?
One important component of School-Wide Title I schools is the role of parents in supporting their child's education. Title I schools are committed to reaching out to parents through volunteer opportunities, parent education sessions and general publications that include strategies for helping your child succeed at school.

All SWP Title I Schools are encouraged to be involved. Parents, teachers and students sign a contract that spells out the goals and shared responsibilities of the child, school and parents to ensure optimal student success. Parents will be offered multiple opportunities throughout the year to participate in school meetings and training sessions. Each Title I school will provide regular communication to families via newsletters, e-news, teacher web sites and/or handouts. A Title I Parent Advisory Council meets annually to review parent involvement policies and practices.
