About CLT Twin Lakes

  • Career and Life Transition Program is a community-based initiative between the Mounds View and Roseville Public Schools. It is the goal of the Career and Life Transition Program (CLT) to assist young adults with disabilities to become confident, responsible, contributing members of their families and communities. Career and Life Transition program has two locations. One in Roseville, and the other in the Shoreview Mall in Shoreview. Students needs in the areas of independence and vulnerability determine which program is the better fit. Both programs assist special education students with the transition from high school to adulthood by providing training in life skills, work skills and social skills. Please look at each sites pages for a more in-depth explanations of the program, curriculum and upcoming events.

    The CLT Twin Lakes is located at 1895 County Rd C in Roseville and provides education in the area of transition to students who require less staff intervention to achieve independence. The program gives students several opportunities to work on their IEP goals. These include classroom learning, work-based learning, and community exploration.


Program Description

  • The CLT Twin Lakes is a program for special education students who are identified as less vulnerable, and who are able to achieve independence with less staff intervention.   

    Case Management

    Each student is assigned a case manager who they will meet with regularly to discuss their progress, address issues and develop Individual Education Program (IEP) Goals.

    Individual Education Program Goals

    Rather than having a formal grading system, CLT tracks students' progress by IEP goal completion.  CLT focuses on a number of post-secondary goal areas: 

    • Education and Training
    • Employment
    • Independent Living

    CLT takes a full-person approach to communication, social/emotional and behavioral skills


    Transportation is provided to CLT students who reside in the Mounds View and Roseville Public School Districts.  Students who drive to school independently may not transport other students without written permission.


    Students are encouraged to bring a lunch from home.  Students who qualify may receive a free or reduced box lunch each day.


    School Hours:
    8:40 a.m. - 2:45 p.m.

    Absences and Tardies

    Students are expected to call CLT by 7:00am if they will be absent or tardy

    Employment, post-secondary classes, and other daytime obligations

    Students who work or go to post-secondary education during the school day are expected to notify CLT regarding their schedules.

Learning Opportunities

  • Seminars 

    Through classroom and hands-on instruction, CLT seminars cover topics including reading and math for life, communication and social skills, health, nutrition and cooking, employment skills and exercise. Students are placed in seminars based on their personal interests and goals.

    Transit Challenge 

    Transit Challenge teaches students how to use the Metro Transit Bus System while providing opportunities to explore their communities and gain independence.

    Friday Options

    Friday Options are recreation and leisure activities which take place both at CLT and in the community. Activities may include structured team games at a local gym, music, art, cooking, reading groups and exercise.

    Work-Based Learning

    All students participate in work-based learning as part of their CLT program. Work-based learning opportunities may include: paid work experience, volunteer service, job shadowing, worksite visits and career exploration and planning. Students benefit from work-based learning by acquiring workplace experience and work readiness skills, exploring career options, connecting with adult role models and increasing self-esteem.
