    Facilities Steering Committee Update 

    This fall, voters approved a $165 million bond proposal to add space at all schools in response to rising enrollment. Wold Architects and Engineers discussed the participatory planning process that will be used at all sites for facilities planning and construction projects. Stakeholder teams at each building will collaborate with the architects to develop the best design for each school. The teams will seek feedback from the community, and the architects will welcome ideas and input from anyone who’d like to contribute. The school principal for each building will be the main point of communication for stakeholders. Anyone interested in providing input should work with their school principal.

    Like most construction projects of this size, the District is taking a multi-year, phased approach to improvements. The first phase of projects will include Edgewood Middle School, Highview Middle School, Island Lake Elementary School and Pike Lake Education Center. These design groups will have their first design meetings before winter break. The second phases of projects will include Bel Air Elementary School, Turtle Lake Elementary School, Mounds View High School and Irondale High School. These design groups will start meeting in late winter. The final phase of projects including Chippewa Middle School, Pinewood Elementary School, Sunnyside Elementary School and Valentine Hills Elementary School will all begin the design process in fall 2018.

    The construction phase for all projects will take approximately three years to complete. Work will begin in summer 2018, but most schools will see construction start during the 2018-2019 school year and into summer 2019. The larger projects will take multiple years to complete. More information on construction schedules will be available as the final designs are developed.

    Certify final property tax levy

    The Board approved a resolution to certify the 2018 property tax levy. The final certification will be forwarded to Ramsey County for processing of the final property tax statement. The tax statements will be sent out in March 2018. The property tax revenue will be available to the District for the 2018-2019 school year. The total levy amount is $49,811,523 which is 11.2 percent greater than the 2017 tax levy. The main area of increase is for debt service as a result of the voter-approved bond levy at the general election.     Budget assumptions 

    Carole Nielsen, executive director of administrative services, spoke about 2018-2019 fiscal year budget assumptions which are developed with input from the School Board through work sessions. Budget assumptions will be used in financial projections and in determining the final budget. The final 2018-2019 budget will be adopted in June 2018. 

    Policy readings

    The Board waived the third reading and adopted revised policies BG-0001 - Governance Commitment, BG-0103 - Functions of the School Board, BG-0200 - Public Engagement, and BG-0402 - School Board Member Covenants. The Board also waived the second and third readings and adopted policies EG-5153 - Recycling, and EG-5154 - Access to District Public Documents. 


    The Board discussed issues and updates related to Northeast Metro 916 and AMSD.
